Overview

Appointment of a service provider for the supply and delivery of Flight Progress Strips (Thermal Paper Strips and Pre-Printed Flight Strips) to ATNS centres. Suitable bidders are manufacturers/suppliers with printing, QA, and distribution capabilities, able to meet the specified FPS paper sizes (145x25 mm and 200x25 mm), weight (170 gsm ±5%), and related requirements, and who can operate under a 5-year contract with ongoing delivery to ATNS centres.

Requirements

• Attendance at the compulsory briefing.
• At least one contactable reference for supply and delivery of Flight Progress Strips in the last 5 years.
• Compliance to specification with manufacturer data sheets showing GSM, stiffness, size, and coating.
• Samples for authorisation and functionality testing; ability to print on ATNS equipment.
• Quality assurances: SABS or equivalent; compliance testing; facility/site visit may be conducted.
• Proof of Central Supplier Database (CSD) registration and SARS Tax Compliance Status PIN; separate proofs for consortium members.
• POPIA consent and data-security obligations; confidentiality and related protections.
• Evidence of B-BBEE status (e.g., 51% Black Owned or 30% Black Woman Owned) with required documents.

• Briefing session: 9 September 2026 at 11:00, ATNS Aviation Training Academy (mandatory) (Volume 1A).
• Submissions: via the National Treasury e-Submission system (online) or hard copy to ATNS Eastgate Bruma; three parcels required (Administrative/Mandatory; Functionality; Price/Goals) (Volume 1A).
• Documents to submit: SBD 1, SBD 3.3 pricing, SBD 6.1, CSD report, CIPC documents, shareholder certificates, ID copies, B-BBEE certificate or sworn affidavit, Declaration of Interest, Invitation to Bid, and POPIA consent (Volume 1A).
• Registrations: proof of CSD registration and SARS TCS PIN for each party (and separate proofs for consortium members) (Volume 1A).
• Questions/clarifications: directed to ATNS via the contacts listed in Volume 1A; responses by deadlines noted there (Volume 1A).
• Pricing: complete SBD 3.3 with five-year rate schedule; pricing to include delivery and VAT; bids valid for 120 days (Volume 1A).
