Requirements

• Phase 1: Administrative compliance – correct bid documents; compliance with bid regulations (CSD and prescripts).
• Phase 2: Specific goals – Ownership by Black People (10 points) and Ownership by People living with Disabilities (10 points); points under the 80/20 system; right to award not necessarily to the lowest bidder.
• Central Suppliers Database (CSD) registration; if not registered, disqualification.
• Tax compliance – SARS PIN required; separate TCS PIN/CSD for joint ventures; allowed alternative if no PIN but CSD present.
• BBBEE status – provide BBBEE level verification certificate or sworn affidavit.
