Appointment of a service provider for the supply and installation of Air-conditioners at Roads Agency Limpopo (SOC) Ltd

Overview

Appointment of a service provider to supply, install and commission 72 air-conditioning units at Roads Agency Limpopo (SOC) Ltd, including removal of existing units and related works. Bidders should be HVAC installation specialists or electrical contractors with relevant certifications, able to meet CSD/TCS, SARACCA, COIDA and other SA procurement and safety requirements.

Requirements

• Compulsory site inspection and briefing attendance (in person or representative) on 23 October 2026; briefing venue: Roads Agency Limpopo, RAL Towers, 26 Rabe Street, Polokwane (RFB002).
• Administrative compliance: registration on Central Supplier Database (CSD) or provide SARS Tax Compliance Status (TCS) PIN; separate TCS/CSD for joint ventures or sub-contractors.
• Mandatory documents: Invitation to Bid (SBD 1), Pricing Schedule (SBD 3.1), Bidder’s Disclosure (SBD 4), Preference Points Form (SBD 6.1); proof of JV/partnership and authority to sign; SARACCA technician registration; COIDA certificate.
• Financial: firm pricing (VAT included where applicable), pricing schedule completed (Annexure A); payments per contract terms (Net 30 days post original tax invoice).
• Compliance with GCC and environment/OSH standards; test, commission and handover upon completion.
• Functionality threshold: max 100 points; must score at least 70 to proceed (evaluation criteria include experience, technician qualifications and SARACCA membership).

How to Apply

• Briefing and clarifications: compulsory briefing on 23 October 2026 (11:00) at the stated venue; questions by 27 October 2026, 15:00 to dinalamr@ral.co.za (see (RFB002)).
• Submission: bids in sealed envelopes to Roads Agency Limpopo Bid Box, RAL Towers, 26 Rabe Street, Polokwane (or post to Private Bag X9554, Polokwane 0700) before closing. Late or non-compliant bids will be disqualified (see (RFB002)).
• Documents to submit: SBD 1, SBD 3.1, SBD 4, SBD 6.1, pricing (Annexure A) and supporting compliance documents (CSD/TCS, SARACCA, COIDA, authority to sign).
• Registration: ensure CSD and/or TCS are current; JV/consortium parties require separate TCS/CSD submissions.
• Bid documents: available in the RFB002 bid pack (32 pages) and include the Pricing Schedule and Evaluation Criteria (see (RFB002)).
• Pricing: firm prices; pricing validity 120 days from closing date (RFB002).
