Overview

Supply, delivery and installation of plastic street litter bins, as required over 12 months, for the City of Tshwane. Bidders should have plastic fabrication/manufacturing, installation capabilities, and be able to design one bin for city approval. Compliance with SA procurement rules (CSD, tax, BBBEE) is required; local SA manufacturing is preferred.

Requirements

• Central Supplier Database (CSD) registration or Tax PIN for verification.
• Tax clearance or PIN; ensure tax status is verifiable.
• Municipal rates and taxes up-to-date for bidder (and all SA owners/directors where applicable).
• Completed MBD forms (at least MBD1, MBD4, MBD6.1, MBD7.1, MBD8, MBD9) signed by authorized persons.
• Audited financial statements for the last 3 years (or proof if not legally required).
• Local manufacturing of bins within SA.
• Returnable documents: minimum three contactable reference letters.
• Attendance at compulsory briefing (if applicable) and signing the briefing register.

• Submission deadline: Closing date 15 September 2026; RFQ doc shows 10:00 (metadata shows 08:00). See Q02-01-2026-27.
• Submission method: Online via City’s e-tender portal; do not deposit bids in a tender box; respond online by 10:00 on closing day.
• Documents to complete/submit: MBD1, MBD4, MBD6.1, MBD7.1, MBD8, MBD9; Pricing Schedule; Tax/CSD proof; BBBEE documentation; returnable docs (references).

• Pre-qualifications: CSD or Tax PIN; CSD summary; municipal asset/rates proof; BBBEE status (cert or sworn affidavit); proof of local manufacturing.
• Briefing: Compulsory briefing session scheduled for 15 September 2026 at 10:00 (details in RFQ); sign the compulsory briefing register.
