Overview

Procurement of a service provider for the supply, delivery, installation and commissioning of HF equipment at Bapsfontein and Delmas, with associated maintenance and support. Bidders should be HF communications equipment suppliers/installers with maintenance capabilities and experience in aviation-grade systems, able to meet acceptance testing and service-level requirements.

Requirements

• Supply, delivery, installation, commissioning and ongoing maintenance/support of HF equipment (and related services as defined in the contract) (Volume 2-4).
• Compliance with contractual framework including SLA, acceptance testing (FAT/SAT) and related tests (Volume 1B).
• Mandatory OEM/Reseller structure: if a bidder is a distributor/reseller, provide OEM authorisation letter (Volume 1A).
• Legal/compliance prerequisites: SARS tax clearance, registration on the Central Supplier Database (CSD), and accreditation with OEMs or professional bodies (Volume 1A).
• Pricing and bid documentation: submit pricing in Volume 1C (separate pricing envelope) and complete SBDs (Invitation to Bid, Pricing Schedule, Bid Disclosure, Preference Forms) (Volume 1A, Volume 1C, Volume 1B).
• Acceptable submission method and timing: online via e-Tender; physical submission at ATNS Bruma if required; emails not accepted (Volume 1A, Volume 1B).

• Deadlines: Closing date 16 November 2026 at 14:00 CAT; mandatory virtual briefing 12 October 2026 (12:00–14:00 CAT); non-compulsory site briefings 13 October 2026 (Delmas and Bapsfontein) (Volume 1A).
• Submissions: online through the National Treasury e-Tender system; physical submissions to ATNS Eastgate Office Park, Bruma. Email submissions are not accepted (Volume 1A).
• Documents to submit: SBD 1, SBD 3.2 (Pricing Schedule), SBD 4, SBD 6.1, plus Volume 1C pricing envelope; Central Supplier Database and SARS tax clearance; OEM authorisation if applicable (Volume 1A, Volume 1C).
• Documents to obtain: bid documents are in Volumes 1A–4 (General/Administrative, Technical Specifications, Logistics, Project/Systems Engineering) and the price schedule (Volume 1C) (Volumes 1A–4).
