Procurement of a service provider to supply, deliver, install, commission, and maintain an Online Utility Management System (Water and Electricity), including meters on an as-and-when-required basis and six-monthly servicing of water meter strainers. Suitable for vendors with proven experience in online metering, water/electricity management software, SANAS-accredited meters, and related maintenance services. Contract duration is 36 months with renewal options; bid must meet B-BBEE and tax/CSD requirements.

Requirements

• Proven experience supplying and maintaining online utility systems with multiple meter types; references required.
• Qualified personnel (civil/electrical) with CVs and relevant certifications; electrical certificates, wireman’s license, and PIRB/Civil qualifications as applicable.
• Compliance documents: CIDB (if applicable), CSD registration, SARS Tax Compliance Status, and B-BBEE certificate or sworn affidavit.
• Tender returnables: SBD 1, SBD 4, SBD 6.1, SBD 6.2, Pricing Schedule; proof of meter testing instrument and public liability cover R500,000.
• Local content declarations and potential sub-contracting of previously disadvantaged groups where scope allows.
• Minimum 70/100 functionality threshold; audited three-year financials for top bidders; price evaluated on 80/20 principle.
