APPOINTMENT OF A SERVICE PROVIDER FOR THE SUPPLY, INSTALLATION AND COMMISSIONING OF NEW AND COMPLETE SEMI AND FULLY AUTOMATED PAPER CUTTING PRODUCTION MACHINES AND TO PROVIDE SUPPORT AND MAINTENANCE SERVICES FOR A PERIOD OF 5 YEARS AT THE GOVERNMENT PRINTING WORKS

Overview

Procurement of two fully automated paper cutting systems (Type 1), three semi-automated systems (Type 2), plus a five-year maintenance/warranty package at the Government Printing Works. Suitable bidders are OEMs or authorised resellers with ISO 9001 certifications, OEM authorisation, Central Supplier Database (CSD) registration, tax clearance or SARS Tax Compliance PIN, and the capability to deliver, install, commission, train GPW staff, and provide long-term on-site maintenance with local parts and support (Incoterms DDP).

Requirements

• ISO 9001 certifications in the OEM name; multiple certificates strengthen scoring.
• Evidence of OEM certification/authorization for any agents.
• Mandatory Returnable Documents: signed Sections A & B, Annexure TWO (company profile), Annexure THREE (ISO/SANAS), Annexure SIX (tech specs confirmation), SBD 1, SBD 4, SBD 6.1, POPIA Form IV, CSD registration, tax compliance PIN or Tax Clearance, company/lead partner details (JV if applicable).
• Project management plan addressing scope, schedule, risks, and deliverables.
• Technical capacity: two Type 1 automated guillotines and three Type 2 semi-automated guillotines, with full integration to operate as a single system; FAT/SAT/SAT testing as defined.
• Local after-sales support: spare parts, maintenance, and training for GPW staff; five-year maintenance and warranty commencing at SAT.
• Evaluation readiness: minimum 70 points on Functionality; price and specific goals under PFMA and Preferential Procurement Regulations (80/20 or 90/10).

Notes: The contract uses a four-stage evaluation (Mandatory, Administrative, Functionality, Price/Specific goals) with preference points applied (80/20 or 90/10). The briefing is limited to two representatives per bidder. The test regime includes FAT at OEM facility and SAT at GPW premises, with Incoterms DDP and training of GPW staff.
