Overview

Appointment of a service provider for the supply, installation, commissioning and testing of street and terrain lighting at the Sentech Head Office. Bidders should be electrical contractors with CIDB 3EP (or higher), registered with the Department of Employment and Labour as electrical contractors, and holding a three-phase Wireman’s licence. The project covers lighting, poles, wiring, control, commissioning and testing at Sentech’s head office (Honeydew, Johannesburg area). It uses a two-envelope bidding process; ensure compliance with local-content requirements (poles 100%, cables 90%).

Requirements

• CIDB grading: 3EP or higher
• Electrical contractor registration with the Department of Employment and Labour
• Three-phase Wireman’s Licence (IE/MIE) registration
• Equipment data sheets and specifications for all light fittings, poles, etc.
• Local content: 100% for poles; 90% for cables
• Tax compliance: SARS tax clearance (PIN) or valid CSD number; separate TCS for joint ventures/sub-contractors
• Complete returnable documents: SBD forms, Bid Data, Local Content schedules, etc. (as per List of Returnable Documents)
• BBBEE requirements and transformation plan (if applicable)
• Attendance at compulsory briefing and signing the attendance register
• Sign contract data; adhere to GCC July 2010 and conditions
• Two-envelope bid submission (technical and financial)

How to Apply

• Submission deadline: 08 September 2026; official closing time per SBD1 is 12:00 (document-based closing time, see SBD1) (see Tender Data for cross-reference)
• Submission method: via the Sentech eTender Portal or hand delivery to Sentech Offices, Octave Street, Radiokop; late submissions not accepted
• Documents to submit: Envelope 1 Technical Proposal (including all returnable documents listed in Envelope 1) and Envelope 2 Financial Proposal (pricing schedule STP_External_Lighting_Pricing Schedule_Electrical); do not mix envelopes
• Pre-qualifications: CIDB 3EP+, DoEL electrical contractor registration, valid Wireman’s Licence, tax/CSD compliance, and related data sheets
• Briefing: compulsory briefing session on 25 August 2026 at 10:00 at 1 Octave Street, Radiokop; attendance must be recorded
