Overview

Procurement of a service provider to supply, install, configure, maintain and support a Declaration of Interest and Gift Register System for 36 months. Bidders should be able to design, implement and support a cloud-based, RBAC-enabled DoI/Gift Register with audit, reporting and integration to ERP, Azure AD, Teams, OneDrive, and POPIA-compliant security.

Requirements

• The bidder must be an OEM/OSM or authorized distributor/ reseller of the proposed solution (proof required; or two-authorisation letters if distributing) (see BID DOCUMENT -MICT-SETA-DOI-03-2026-Declaration of Interest_.pdf).
• Attend the compulsory virtual briefing session (12 Aug 2026, 10:00) (see same PDF).
• Compliance with CSD registration and SARS Tax Compliance requirements; provide TCS/PIN or CSD number as applicable.
• Submit all returnable documents (SBD 1, SBD 4, SBD 6.1) and pricing in separate envelopes; include pricing schedule in a dedicated appendix.
• Demonstrate at least five years’ relevant RSA experience with five client references; provide signed reference letters.
• Deliver detailed proposals for the DoI and Gift Register system, including integration, training, support, and maintenance plans (minimum criteria and point-based evaluation apply; see Sections 6–7 in the BID document).

• Submission method: hand-delivered/mailed to MICT SETA Head Office Reception, 19 Richards Drive, Gallagher Convention Centre, Midrand (West Wing, Level 3).
• Documents to submit: official forms (SBD 1 Part A & B, SBD 4, SBD 6.1), CSD/TCS documentation, CIPC docs, shareholding IDs, pricing schedule (in a separate envelope) and candidate accreditation proof (OEM/ distributor letters as above).
• Pre-qualification: English-language submissions; Bidders must be compliant with SARS/TCS, CSD, and preferential procurement requirements (80/20 price/goals; 20 for specific goals).
