Overview

Appointment of a service provider for the testing and issuing of Electrical Certificate of Compliance (COC) at Rand Airport & Wonderboom Airport ATNS Control Centre. Bidders should have electrical compliance, testing and COC issuance capability, with CIDB 2EB+ capacity, a valid Electrical Wireman’s license, COIDA (or registered Mutual Association), SABS-equivalent quality controls, and B-BBEE considerations. The engagement is for 24 months on an as‑needed basis, with compulsory briefing/site visits and online bid submission.

Requirements

• CIDB grading: 2EB or higher (or proof of application to attain it)
• COIDA compliance letter or registered Mutual Association policy
• Electrical Wireman’s license (DoL)
• Proof of Gauteng locality footprint (e.g., municipal bill, lease, title deed, or signed local partner agreement)
• Product quality: SABS-certified or equivalent; ATNS may test items on receipt
• Central Supplier Database (CSD) registration or proof of application; CSD number if no TCS
• SARS Tax Compliance PIN valid for 60 days from submission or tax clearance; separate proof for consortium/sub-contractors
• CIDB registration proof (or clear evidence of capability to obtain)
• B-BBEE documentation or sworn affidavit (for EMEs/QSEs)
• Bid submission: two parcels via e-Submission (A: Administrative/Mandatory; B: Price/Specific Goals) and relevant SBDs (SBD 3.3, SBD 6.1)
• Attendance and signing of compulsory briefing/site visit

How to Apply

• Attend compulsory briefing/site visits on 30 July 2026 at Rand Airport and Wonderboom Airport (times: 10:00–11:00 and 12:30–13:30, respectively) (Volume 1A).
• Submit bids online via the e-Submission (e-Tender) system by 11 August 2026, 11:00 CAT (no email submissions).
• Prepare two parcels: Parcel A (Administrative/Mandatory requirements) and Parcel B (Price & Specific Goals), including: SBD 3.3 Pricing Schedule, SBD 6.1, CSD report, CIPC documents, shareholder certificates, ID copies, and B-BBEE documentation.
• Ensure CIDB 2EB+ status (or proof of application) and COIDA/Mutual Association proof.
• Provide proof of SARS PIN/TCS, declarations of interest, and format bids as required.
