APPOINTMENT OF A SERVICE PROVIDER FOR THE UPGRADE OF WATER PIPELINE FROM FOREVER RESORT TO THREE RONDAVELSClosed

Overview

Procurement of a service provider to upgrade the water pipeline from Forever Resort to Three Rondavels, including supply, construction, testing and commissioning of bulk water supply infrastructure (50mm galvanised steel pipeline, valves, tanks, pump and control panel) under a re-measurable contract. Bidders should be civil/structural/mechanical contractors with CIDB grade 3ME/CE (2ME/CE PE) or higher, with demonstrable bulk water or water reticulation experience and capacity to meet EPWP targets. Requirements

• CIDB grade 3ME/CE (2ME/CE PE) or above.
• Tax/compliance: VAT registered, Tax Compliance Status PIN (SARS), CSD registration; separate TCS for JV/sub-contractors; comply with SBD forms.
• Experience: minimum three similar bulk water supply or water reticulation projects; provide client letters, appointment/completion certificates.
• Key personnel: Contracts/Project Manager, Site Agent, Foreman, Construction Health and Safety Officer with SAQA-qualified CVs.
• Plant/equipment: defined list (e.g., tippers, water dowser, TL B, delivery vehicle, concrete mixer); provide ownership or lease proof; leased equipment may score points.
• EPWP: local labour emphasis, targets for Youth, Women, Persons with Disabilities and Local Community Members; monthly reporting via iEPWP/MIS.
• Risk/finance: 10% Performance Guarantee; 10% retention; insurance (including SASRIA and OHS-liability); pricing must be fixed and not subject to contract price adjustment.
• Compulsory returnables: CSD/VAT certificates, bid documents (SBD forms), proof of CIDB grade, proof of experience, residence, plant, environmental/SHEQ plans, etc. (as per Annexures and bid data).

• Briefing: Mandatory briefing on 23 July 2026 at 11:00. Location per advert (Blyde River Canyon Nature Reserve, Three/Drie Rondavels).
• Submission method: bids must be delivered to the Bid Box at Supply Chain Management Unit, Procurement Office, Hall’s Gateway, Mataffin, MTPA Finance Block E, Mbombela 1200.
• Documents to complete/submit: official bid response forms (SBD 1, 4, 6.1, BOQ, GCC Data), fully completed and signed; CVs and qualifications; proof of CIDB grade; tax/vat docs; CSD number; EPWP documentation; environmental/SHEQ plans; proof of residence; proof of plant/equipment; JV agreements if applicable; signed Authorisation.
• Registrations/pre-qualifications: Central Supplier Database registration; SARS Tax Compliance PIN; VAT registration; CIDB grading; proof of residence; EPWP compliance documentation.
