Overview

Procurement of a service provider to verify qualifications and conduct background screening for current and prospective City of Tshwane employees, effective 1 July 2026. The scope covers verification of national/international qualifications, professional registrations, employment confirmations and references, criminal checks, and related screening; the provider must also establish a dedicated CoT verification database and issue formal verification certificates.

Requirements

• Provide 2+ contactable reference letters for similar work.
• Submit a clearly defined proposal outlining types of qualifications verifiable and turnaround times for verifications and screenings.
• Administrative/compliance prerequisites: tax compliance status (PIN or CSD), valid CSD registration, up-to-date municipal rates for the bidder and owners, completed MBD forms, and applicable audited financials (for tenders > R10m).
• If bidding as a JV, provide documents for all parties and a JV agreement.
• Attend compulsory briefing session (failure to attend disqualifies).
• Complete pricing schedule in full; avoid correction fluid on price schedule.
• Pricing must align with the 80/20 preference points system, with BB-BEE/EE-related documentation for points.
