BID NO: COMM01/2026/27 APPOINTMENT OF A SERVICE PROVIDER FOR TRAFFIC AND LAW ENFORCEMENT SYSTEM FOR A PERIOD OF 36 MONTH

Overview

Appointment of a service provider for a Traffic and Law Enforcement System for a period of 36 months to implement and maintain an APNR-enabled traffic management system with a back‑office integration for Magareng Local Municipality. Bids are open to local and foreign suppliers that meet tax clearance, CSD/supplier screening, and related requirements. Foreign bidders must complete Part B:3. Submissions can be made electronically (metadata) or by depositing hard copies in the municipal bid box; note that the attached documents state no briefing session will be held (see Traffic and Law enforcement document). Tender documents are available for purchase (R1000) or free via online portals.

Requirements

• Demonstrated company experience: 30 points requiring multiple appointment/reference letters from municipalities for APNR and back‑office systems and four letters for Traffic Management System installations.
• Personnel capacity: 1 Project Manager (CV + 10+ years in Traffic Management; NQF 7 IT), 2 Technicians (CV + 5+ years; NQF 6 IT).
• Contract back office and equipment: MSCOA compliance, successful integration to municipal financial module, in‑house call centre certificate.
• Legal/credentials: proof of system ownership; SANAS accreditation and new legal metrology type approval; in‑house ownership proof.
• Compliance: Tax clearance or PIN (TCS), CSD number if no TCS; adherence to 80/20 price/specific goals, with local and B-BBEE considerations.
• Returnable documentation: MBD1, MBD2, MBD4, MBD6.1, MBD8, MBD9, Central Supplier Database report, IDs, signatories, joint venture where applicable, latest municipal account, addenda records.
• Specific goals: 70% functionality threshold; points for 51% black-owned, 51% women-owned, and locality within 250 km.
