Overview

The Department seeks a service provider(s) to lease a Telephone Management and Switchboard System (VoIP) for the Eastern Cape Deeds Registry (Qonce) and Mpumalanga Deeds Registry for 36 months. Bidders should have VoIP/PABX installation, configuration, maintenance, reporting, and on-site support capabilities, and must meet regulatory and registration requirements (CSD, SARS tax compliance, ICASA approvals).

Requirements

• Minimum two client reference letters for VoIP/Switchboard projects (evidence of installation, maintenance, duration, site details) (DLRRD CRD-06 2026/27 Bid Document.pdf).
• ICASA Telecommunication Equipment Type Approval Certificate in bidder’s name or a consent letter from the manufacturer with a valid certificate (Terms of Reference).
• Catalogue of the proposed solution aligned to ICASA Type Approval (Terms of Reference).
• Tax compliance status/PIN via SARS; if part of a consortium, each party must have its own TCS/CSD entry (SBD1, SBD4).
• Registration on Central Supplier Database (CSD) and proof of tax status; complies with PFMA SCM requirements.
• Proof of authorization to sign SBDs (Authority to Sign form) and comply with SBD package (SBD1, SBD3.3, SBD4, SBD6.1).
• B-BBEE status or sworn affidavit; preference points claims (SBD6.1) and related documentation.
• ICASA type approval for the proposed equipment; relevant catalogue and installation capability; pre-inspection, testing, acceptance, warranty, and on-site support commitments (Terms of Reference).
