Appointment of a service provider to support the MQA with public relations services utilizing media and communication tools and platforms to plan and oversee public relations activities ensuring effective communication with all MQA stakeholders for a period of three years. Bidders should be public relations/communication agencies with proven capabilities in media relations, branding, marketing, content creation, events, and multi-channel communications (ToRs for the Public Relations Company_.pdf).

Requirements

• Core competence in communication, PR, brand management and marketing; deliver advisory, strategy, media liaison, content development, events, and reporting (ToRs).
• Demonstrable experience: minimum three compliant reference letters from different clients in the last five years; include SAQA-verified qualifications if applicable (Phase 2 criteria).
• Documentation: registration on Central Supplier Database (CSD); valid Tax Clearance; B-BBEE certificate or sworn affidavit; completion of SBD 1, SBD 3.3, SBD 4, SBD 6.1 (Phase 1) (SBD1MQA 022627 Public relations.pdf; SBD4; SBD6.1).
• Capacity: adequately resourced with a project plan and personnel named (CVs per Annexure B); ability to deliver over four missions across three years; induction and ongoing client liaison (ToRs).
• Pricing: price in ZAR, VAT included, itemized by scope; allowances for negotiation under policy (SBD3.3).
• Compliance with GCC: performance security, contract terms, and dispute provisions as per GCC (general conditions) (general GCC.pdf).
