Overview

Procurement of a cloud-based digital aviation legislation and comprehensive legal information database with multi-user institutional access for five years. ATNS seeks a single provider to deliver current SA and international aviation content, 24/7 access, robust security, and integration-friendly tooling for multiple users across the organisation.

Requirements

• Cloud-hosted, web-based platform with 24/7 availability and 72-hour planned maintenance notices; POPIA/ISO 27001-aligned security; hosting jurisdiction disclosure.
• Advanced authentication and access: IP/proxy/VPN/SAML 2.0/OpenID Connect/SSO; remote access; defined concurrent user model.
• Content coverage: full-text SA aviation legislation (Act, CARs, CATS, CANs, SACAA directives), ICAO/IATA/Regional instruments; version history and currency; offline access where permitted.
• Content sourcing: directly from publishers or authorised aggregators; clear source attribution; update cadence (per Section 3.14).
• Licensing: clearly stated concurrent-user model (11 Aviation Licenses & 8 Legal Database Licenses); rights to swap titles within annual allowances.
• Support and analytics: 24/7/hrs support, dedicated account manager, 99.5% uptime, quarterly usage reports, alerts and configurable notifications.
• Compliance and pre-qualification: minimum three client reference letters (past 5 years); CSD registration; SARS Tax Compliance PIN/CSD; CIPC documents; ID copies; B-BBEE certificate/sworn affidavit.
