APPOINTMENT OF A SERVICE PROVIDER TO ASSIST WITH THE DRAFTING OF THE REGULATIONS IN TERMS OF THE AIRPORTS COMPANY AMENDMENT ACT, 2020 (ACT NO.17 OF 2020) AND THE AIR TRAFFIC AND NAVIGATION SERVICES COMPANY AMENDMENT ACT, 2020 (ACT NO.18 OF 2020) FOR A PERIOD OF TWELVE (12) MONTHS

Requirements

• Proven regulatory drafting experience in aviation or transport sectors; ability to deliver draft regulations and supporting policy work (see Annex D templates).
• Compliance documentation: valid Tax Clearance Certificate; updated CSD status; SBD 1 and SBD 6.1 submitted; BBBEE status verification if applicable; separate Tax Clearance for JV/consortium components.
• Pricing and deliverables: complete Annex B (Pricing Schedule) in ZAR, with B-Summary/B2 deliverables; paper copy plus protected electronic copy; sign all paper copies; do not alter formulas.
• Submissions: two envelopes (Envelope No.1 Technical Proposal, Envelope No.2 Price Schedule) per SBD requirements; ensure inclusion of SBD 1/3.3/6.1 where relevant (see Annex B and ENVELOPE COVER documents).
• Attachments: certified qualifications and verifiable references for team members (Annex D1–D3).
