APPOINTMENT OF A SERVICE PROVIDER TO COMPILE GRAP COMPLIANT INTERIM AND ANNUAL FINANCIAL STATEMENTS AND PROVIDE OTHER TECHNICAL SUPPORT FOR A PERIOD OF TWENTY-FOUR (24) MONTHS .

Overview

GRAP-compliant interim and annual financial statements compilation and related technical support for 24 months. Trans-Caledon Tunnel Authority seeks a service provider to compile GRAP-compliant interim and annual financial statements and provide technical support across five streams (GRAP accounting, project reporting, PFMA disclosures, automated working papers, and other GRAP guidance) for Schedule 2/3 public entities. Suitable bidders are professional accounting/auditing firms with CA(SA) or equivalent credentials, GRAP/PFMA experience, CaseWare expertise, and a track record with GRAP-based AFS.

Requirements

• Company experience: minimum three AFS completed for Schedule 2/3 entities with GRAP/PFMA compliance and three references.
• Personnel: Engagement Partner (CA(SA), 10+ years); Technical Lead (CA(SA), 7+ years); Senior Financial Accountant (CA(SA) or AGA(SA), 5+ years); Accountant/Technician (SAICA/SAIPA/ACCA, 2+ years, CaseWare).
• Contract duration: 24 months.
• Deliverables: complete AFS by defined milestones, signed timesheets, stakeholder minutes, and a detailed project timeline; CaseWare-linked working papers.
• Compliance: GRAP, PFMA, National Treasury regulations; ISRS 4410; maintain project and lender timelines.
• Price: use Annexure C pricing template (two years).
