Overview

This tender seeks to appoint a service provider to conduct a CIDB SME Business Conditions Survey across cidb Grades 3–8 contractors nationwide over three years (quarterly reports, designations for black/women/youth ownership, and sector-class coverage). Bidders should have nationwide market research capability, sector understanding of construction/CIDB, data collection and analysis expertise, and the ability to deliver quarterly reports across nine provinces, including designated groups. Key qualification emphasis includes a project leader with a Masters in Economics and a research specialist with Honours in Economics. Requirements

• Demonstrated capability in nationwide market research/economic surveys; provide traceable references; CVs for key personnel.
• Key personnel qualifications: Project Leader must have a Masters in Economics or related field; Research Specialist must have an Honours in Economics or related field.
• Compliance and registrations: Tax compliance (SARS TCS PIN), Central Supplier Database (CSD) registration, CIPC registration, BBBEE certificate or sworn affidavit; consortium/joint venture arrangements where applicable; adherence to SBD requirements (SBD1, SBD2, SBD3.1, SBD4, SBD6.1) and addenda records.
• Confidentiality and data protection: Non-disclosure agreement; secure handling of cidb data.
• Delivery capability: Ability to conduct a quarterly survey nationwide for 3 years, covering Grades 3–8, across all classes of works and designated groups; produce time-series indexes and quarterly reports; include data collection design, sampling, and reporting as specified in Annexure A and related evaluation criteria.
• Evaluation prerequisites: Minimum qualifying points on approach/organization/personnel; presentation stage required if shortlisted.
