Overview

Procurement of a service provider to conduct an organisational functionality assessment of MISA to evaluate functionality, effectiveness and efficiency of the organisation and the responsiveness of the structure to its mandate. Target bidders: organisational development specialists with relevant OD qualifications, experience in large public-sector organisations, and capacity to deploy at least four resources for the project. Requirements

• Minimum five years in Organisational Development; at least three relevant projects; at least three client reference letters on letterhead.
• Team Leader: degree-level qualification in OD (NQF 7+); managerial OD experience 6+ years preferred.
• Resources: three OD specialists (plus Team Leader) with relevant qualifications; evidence of post-qualification OD experience.
• Use of DPSA OFA Tool; deliverables include assessment of service delivery capability, structure, processes, systems, governance and planning.
• Mandatory components: four resources available to MISA during the contract; compulsory hybrid briefing; compliance with SBDs (pricing, disclosures, etc.) and PPPFA/VAT considerations.
• Exclusions: implementing recommendations is out of scope; no direct measurement of user opinions; no separate compliance assessment required.
• Evaluation: mandatory requirements, functionality (min 70 points), price and specific goals (80/20).

• Submission: fill official forms; deposit proposals in sealed envelope at MISA Reception, Letaba House, 1303 Heuwel Avenue, Centurion 0046; include a memory stick with the soft copy; indicate BID REFERENCE MISA/CMS/OFA/014/2026/2027.
• Documents to submit: pricing schedule (SBD 3.3), service provider disclosures (SBD 4), preference form (SBD 6.1), tax compliance details (SARS PIN or CSD number), JV/consortium agreement if applicable.
• Registrations and pre-qualifications: Tax compliance with SARS; CSD number if no TCS PIN; pre-qualification checks may be performed; no bids from state personnel or close corporations with state personnel.
• Questions: clarify at briefing or write to tenders@misa.gov.za seven working days before closing.
