The project spans six months and targets an end-to-end HR design and remuneration overhaul; suitable for HR/OD consultancies with public-sector remuneration experience and strong references.

Requirements

• Demonstrated experience in organisational design/transformation projects in the last 5 years, with 3+ reference letters covering HR policies, job descriptions, pay structures, performance management, and public-sector compensation knowledge.
• Project team leader must hold a degree in HRM/OD/Business Administration (or equivalent); include CVs, IDs, and clearly indicate the leader in the company profile; IPM or SABPP membership for team lead.
• Mandatory bid documents: Invitation to Bid (SBD1), Pricing Schedule (SBD3.3), Bidder’s Disclosure (SBD4), Proof of Authority to sign, JV/partnership agreements (if applicable), IPM/SABPP membership evidence.
• Compliance requirements: Tax compliance (SARS PIN or CSD number); ensure registration on Central Supplier Database (CSD).
• Confidentiality obligation and requirement to sign an SLA; adherence to GCC and PPPFA guidelines; milestone-based payments.
• Contract duration: 6 months; offer validity: 120 days; detailed implementation plan and weekly/bi-weekly progress reporting.
