Overview

Appointment of a service provider to conduct an independent board performance evaluation for Overberg Water’s Board of Directors for a period of three years. The scope covers 11 board members (CEO as ex-officio) and aims to assess governance effectiveness, Board/Committee performance, and compliance with PFMA, Treasury Regulations, and King IV. Requirements

• Proven experience in conducting Board evaluations and governance reviews; public sector/SOEs preferred.
• Knowledge of PFMA, Treasury Regulations, and King IV; independence and absence of conflict of interest.
• Minimum qualifications for project team lead (governance/legal/administration-related) and CIS membership; detailed CVs and certifications required.
• Minimum submissions: company profile, detailed methodology, CVs of resources, three+ references, pricing proposal, and declaration of interest.
• Mandatory bid documents: Pricing Schedule (SBD 3.2), SBD 1 (invitation), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points), BBBEE certificate or sworn affidavit, CSD printout, COIDA certificate.
• Evaluation uses 80/20 PPPFA: 80 price, 20 specific goals; minimum functionality threshold of 70/100; references and lead evaluator qualifications will be scrutinised.
