APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT CATEGORISATION AND DEVELOP FIT-FOR-PURPOSE ORGANISATIONAL STRUCTURES, WORKFORCE MODELS, AND INSTITUTIONAL ALIGNMENT FRAMEWORKS FOR HEAD OFFICE, REGIONAL OFFICES AND PORTS OF ENTRY IN THE BORDER MANAGEMENT AUTHORITY (BMA) FOR A PERIOD OF 24 MONTHS.

Overview

The Border Management Authority (BMA) invites proposals to appoint a service provider to conduct categorisation and develop fit-for-purpose organisational structures, workforce models, and institutional alignment frameworks for head office, regional offices and ports of entry over 24 months. Suitable for consulting firms with public-sector organisational design, workforce modelling, change management, governance frameworks, and related certifications.

Requirements

• Tax and supplier legitimacy: provide SARS tax compliance PIN and/or TCS; submit CSD details; ensure compliance for consortia/JV/sub-contractors.
• Central Suppliers Database: register on CSD and provide CSD number; confirmation that information is correct.
• Bidding documents: complete and sign official forms (SBD 1, SBD 3.1 pricing schedule, SBD 4, SBD 6.1, SBD 7) and adhere to GCC and PFMA requirements.
• Certification/affiliations: BBBEE status (certificate or sworn affidavit) and proof to claim specific goals under the 80/20 or 90/10 preference system; comply with local-content rules if applicable.
• Personnel eligibility: no state-affiliates or restricted individuals; comply with procurement and anti-corruption provisions.
