Overview

Appointment of a service provider to conduct HVAC services, repairs and installation at all JRA sites. Bidders should be experienced HVAC contractors capable of servicing, maintaining, repairing and supplying/installing HVAC units across JRA sites, with relevant certifications, CIDB rating, and compliance with South African procurement and tax regulations.

Requirements

• Compliance with the Preferential Procurement Policy Framework Act, GCC and any special conditions; no bids from in-service state officials; registration and disclosures as required. (see attached RFQ documents)
• CIDB grading of 2ME or higher; demonstrate financial and technical ability to execute the contract.
• Key personnel qualifications (attach certified copies): SAQCC Gas A2/B6 for Mechanic; SAQCC Gas A3 for Mechanic assistant; N4 Mechanical Engineering (Mechanic) and N2/N6 electrical qualifications; Safety Management Diploma for Safety Officer.
• Mandatory documents: company registration, Tax PIN, CSD registration, certified IDs for directors, municipal rates clearance for directors, BBBEE certificate or sworn affidavit; JV documentation if applicable.
• Bids must be on official forms (MBD series), priced on the JRA pricing schedule (MBD 3.1); CSD and SARS/TAX compliance verification; disclosure declarations as required (past SCM, interest, independent determination).

• Submission deadline: 04 September 2026 at 10:00; compulsory briefing 28 August 2026 at 14:00 (Venue: No 1 Henry Nxumalo Street, Johannesburg).
• Submission method: hand delivery to 75 Helen Joseph Street, Johannesburg; bid box generally open 5am–7pm; ensure timely delivery.
• Documents to submit: official RFQ forms (MBD 1, 4, 6.1, 6.2, 7.1/7.2, 8, 9), Pricing Schedule (MBD 3.1) completed, BBBEE documentation, CIDB proof, CSD/TAX compliance proofs; JV agreements if any.
• Registrations/pre-qualifications: registration on CSD; Tax Compliance Status or PIN; CIDB 2ME+; SARS e-filing/TCS as applicable.
