Appointment of a service provider to conduct a Human Technical Capacity Assessment in 36 Water Services Authority (WSA) municipalities across Mpumalanga, Gauteng and Free State. Bid is aimed at professional services in municipal infrastructure capacity assessment, HR planning and capability development. Suitable bidders include engineering/service delivery consultancies with public-sector experience, strong HR and M&E capabilities, and a track record in capacity assessments for municipal technical directorates. Key qualifications include registration/standing with relevant bodies (e.g., ECSA or SACPCMP for the Project Manager) and demonstrated experience in similar engagements.

Requirements

• Demonstrated ability to conduct Human Technical Capacity Assessments (TCAs) across multiple WSAs; deliverables include capacity plans, organogram and job descriptions, and skills audits.
• A project team including: Project Manager (ECSA/SACPCMP-registered), Civil/Engineering professionals, Human Resources/Workforce Planning expert, Monitoring & Evaluation expert; CVs and qualifications required.
• Minimum company experience in municipal capacity assessments and related services; references from similar public-sector projects.
• Compliance: tax clearance or SARS PIN; registration on Central Supplier Database (CSD); BBBEE status documentation; SBD forms (3.3, 4, 6.1) properly completed.
• Joint ventures or sub-contractors require formal agreements and sign-offs.
• Compulsory attendance at a hybrid briefing (physical at MISA Letaba House or via Teams).
• Pricing and procurement rules: CPAP/price escalation provisions; all travel costs handled separately; 90/10 price split rules apply.

• Documents to submit: Fully completed Pricing Schedule (SBD 3.3), SBD 4 Disclosure, SBD 6.1 Pref-Points Form; JV agreements if applicable; proof of PM registration (ECSA or SACPCMP); proof of tax compliance (PIN/CSD); BBBEE documentation.
• Registrations: ensure tax compliance status (PIN) or CSD registration; provide related certificates.
• Evaluation: three stages—mandatory documents, functionality (up to 20 points for methodology, schedule, risks, stakeholder management, and skills transfer), and price/specific goals (up to 20 points for specific goals; total 100).
