Overview

APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT INDEPENDENT INVESTIGATIONS for MICT SETA to establish factors behind recent senior management resignations and governance challenges, with recommendations to stabilise leadership. Bidders should have substantial experience in Human Resource management, organisational investigations, governance, and public-sector contexts, and be able to provide a lead consultant meeting the specified qualifications.

Requirements

• Lead consultant: minimum 10 years’ relevant experience; hands-on HR investigations in public entities; familiarity with Corporate Governance, Labour Law, King IV, BCEA, LRA, Skills Development Act. CVs must demonstrate at least three HR investigations in the public sector.
• Lead consultant qualifications: Master’s degree in HRM/Organisational Re-engineering/Industrial Psychology/Corporate Governance or equivalent; certified copy not older than 6 months.
• Bidder experience: proven investigations in HR/Labour/Governance in the public sector; at least three contactable reference letters.
• Returnable documents: CSD registration; Pricing Schedule; valid tax clearance; SBD 4 and SBD 6.1; certified copies of directors’ IDs; CIPC documents; shareholding certificate; Form A.
• Specific goals: preference points for ownership by historically disadvantaged persons (10), women (5), and youth (5); evidence via CIPC/shareholding docs and certified IDs.
• Pricing: complete the Pricing Schedule (see RFQ-MICT-46-2026 - INVESTIGATIONS.pdf); RFQ valid 90 days; total price must include VAT.
• Other: bidder bears all bidding costs; adherence to General Conditions of Contract and PPPFA; requested to register on CSD prior to submission.
