Overview

Procurement of a service provider to conduct job evaluation and salary benchmarking. The scope covers job grading for 35 positions and remuneration benchmarking for 35 roles, using the Paterson grading method, with training for internal staff and ongoing portal access.

Who should consider bidding: HR/remuneration consultancies with system-based evaluation capabilities, expertise in job evaluation and market benchmarking, and capacity to train staff and support internal remuneration processes. Bidders must meet mandatory administrative criteria and BBBEE/qualifications as outlined below.

Requirements

• Stage One (Mandatory): late submissions rejected; compulsory site briefing; sign submission register with RFQ number; completed pricing schedule; respond to RFQ; signed MBD forms; evidence of system-based evaluation and access to salary benchmarking portal; company profile with relevant training and min 5 years’ experience; two references for similar projects in last 5 years.
• Stage Two (Administrative): certified Director’s ID (within 3 months); proof of CIPC registration incl. directors’ names/IDs; up-to-date municipal account; lease if lessee; company pricing on letterhead; valid BBBEE affidavit; bank letter (≤3 months); respond to RFQ; valid Tax PIN; CSD report.
• Stage Three (Price and Preference – PPPFA 2022, 80/20): price 80 points; specific goals 20 points (HDI, Woman, Disability, Youth, within Ekurhuleni); deliver system-based job evaluation training for 3 internal staff with portal access; provide ongoing support; present final reports to Management/Board; remuneration benchmark for 35 roles; pricing adjustments if number of roles changes; ad-hoc grading/benchmarking requests.
