Overview

SAFCOL seeks to appoint a service provider to construct a guard house at Technical Services (Centre of Excellence). The project is a construction contract targeting experienced builders with CIDB 1GB+ capabilities, under NEC4 Engineering and Construction Short Contract, with local development and supplier‑diversity goals in Mbombela.

Requirements

• CIDB registration: 1GB or higher; proof required.
• Experience: minimum three completion certificates or reference letters with traceable contacts.
• Key personnel: CV for the project manager/site agent.
• Financial capacity: recent bank statement (not older than 1 week) or proof of funding.
• Equipment: proof of ownership or NATIS/lease for on‑site equipment (lease must be signed).
• Compliance documents: SARS tax clearance; CSD registration; SANAS‑accredited BBBEE certificate or sworn affidavit (EME/QSE).
• COIDA: valid Letter of Good Standing.
• Local/targeted procurement: adherence to local employment (100% local direct, 25% women, 25% youth) and Mbombela residency proof; engagement of targeted enterprises.
• Supplier Code of Conduct: acceptance and signing.
• Returnable documents: complete RFQ, official quotation on letterhead, Schedule of Deviations (if any), NEC4 contract documents signed, and all SBD forms.

Phase considerations: Administrative Compliance, Mandatory Evaluation (COIDA, CIDB), and Price plus Specific Goals evaluation (80/20; 80 for price, 20 for goals).
