Overview

Procurement of decommissioning the existing 3 kVA UPS and supply, install, commission a 20 kVA UPS at Bapsfontein with a five-year maintenance contract. The project includes electrical/civil works, transition planning, testing, training, and a Certificate of Compliance. Suitable bidders are firms with UPS installation, electrical works, project management, maintenance, and O&M capabilities (including LiFePO4 battery systems and online double-conversion UPS).

Documented specs indicate a 20 kVA, 400V, 50 Hz, 3-phase UPS with 2-hour battery autonomy,LiFePO4 batteries, transformer-based topology, GSM Commander integration, and installation in the Bapsfontein receiver site main hall (see Bapsfontein UPS Replacement Technical Specifications Document).

Requirements

• CIDB grading 1EB or higher (proof; or evidence of application to CIDB, if not yet registered).
• Electrical Registered Person and DoL registration (at least one person).
• COIDA compliance (or registered mutual association).
• SARS Tax Compliance Status PIN; include PIN valid for 60 days from submission (or provide CSD number if no TCS PIN).
• Attendance at compulsory briefing session at Bapsfontein Receiver Station.
• OEM authorization if bidding as distributor/reseller (attach OEM authorization letter).
• Warranty of 1 year; four-year maintenance and support contract to follow; senior maintenance terms to cover preventative and corrective maintenance, labour, parts, and SLA commitments.
• Technical: ability to supply LiFePO4 battery banks, 20 kVA UPS, 3-phase 400V input/output, and integration with existing systems (including GSM monitoring).
• Compliance with environmental, health and safety, and site-establishment requirements (site survey, EMPr, Safety File, etc.).
• Submission method and bid structure per the RFQ (two parcels: Administrative/Mandatory and Price) with pricing per Tables A, B and C.

• Submission method: two-parcel e-Submission via the online system; Parcel A—Administrative & Mandatory; Parcel B—Price (Tables A/B/C). Pricing must follow Table A (decommissioning), Table B (4-year PM), and Table C (summary).
• Documents to submit: evidence of CIDB, DoL registration, COIDA, SARS TCS or PIN, CSD if no TCS, OEM authorization if applicable, warranty letter, pricing schedules, SBD forms, and any required PM/QA/EMPr docs.
• Briefing: attend the compulsory briefing at Bapsfontein Receiver Station (attendance recorded).

Notes: Proposals will be evaluated under the ATNS framework (80/20 price vs specific goals, or 90/10 where applicable) with BBBEE and other compliance considerations. A 1-year warranty is required, plus a 4-year maintenance contract.
