Overview

Procurement of a service provider to design, develop and transfer a Competency Knowledge, Skills and Attributes Framework and associated assessment tools for the National Research Foundation (NRF). Bidders should have HR/industrial psychology expertise, proven competency-framework design experience, and SA regulatory compliance (SAQA/SETAs, POPIA). The NRF has ~1,365 employees across multiple provinces and requires integration with People & Culture processes and HR systems.

Requirements

• At least one Industrial Psychologist (NQF 9) with professional registration (HPCSA/SABPP/SIOPSA) and SAQA verification for any international qualifications.
• A SETA-registered accredited assessor on the team.
• Project lead with at least 10 years’ experience in talent management and organisational development.
• Portfolio of evidence and a minimum of three reference letters from the last five years.
• Demonstrated data confidentiality/POPIA compliance; if a web-based platform is proposed, security, hosting location, and data protection measures.
• Tax compliance requirements: CSD number and SARS TCS/PIN; no bids from disqualified/sate-employed entities; and Central Supplier Database detail.
• Proven track record designing competency-based assessment tools and frameworks for large, multi-site organizations (1000+ employees); include references and examples.
• Ability to operate across NRF provincial sites, with virtual and in-person engagement as needed; alignment to SA labour legislation and skills development frameworks.
