Overview

Appointment of a service provider to develop a future of geospatial technology and AI integration strategy for the Department of Land Reform and Rural Development (DLRRD) for six months. Bidders should be geospatial/GIS and AI strategy specialists capable of delivering a GeoAI Roadmap and an Implementation Plan aligned with 4IR/NDP 2030, including use-case identification and technology-stack recommendations (TOR details; no briefing session per the tender).

Requirements

• Demonstrated experience in developing geospatial technology strategies and AI integration roadmaps.
• Ability to identify high-value GeoAI use cases (e.g., land suitability, cadastral boundary detection, crop classification, illegal land use monitoring).
• Development of a phased roadmap (short/medium/long term) with an implementation plan and governance considerations.
• Alignment with 4IR strategies and the National Development Plan; ethical, data-driven decision-making principles.
• Deliverables must include a GeoAI roadmap, use-case catalogue, and recommended technology stack.
• Compliance prerequisites: register with the National Treasury Central Supplier Database (CSD) and provide the reference; SARS Tax Compliance Status (TCS) PIN or CSD number; tax clearance; not ineligible due to state service restrictions.
• Team qualifications and capacity to deliver within 6 months; project management and stakeholder engagement capabilities.
