APPOINTMENT OF A SERVICE PROVIDER TO DEVELOP AND IMPLEMENT AN AI-POWERED MULTILINGUAL TRANSLATION AND INTERPRETATION PLATFORM FOR 02 YEARS. The PPSA invites bids from ICT vendors with experience in AI translation, mobile/web apps, and integration with a case management system; the solution must cover six official SA languages plus two international languages, include offline and voice capabilities, and align with POPIA and government ICT policies.

Requirements

• Proven deliverables for an AI-powered translation and interpretation platform, including a mobile app (Android/iOS), a secure web-based translation platform, and API integration with PPSA Case Management System; supports six SA languages plus two international languages; offline and voice capabilities; document translation and workflow with review/approval/audit trails.
• Detailed response addressing all BR-01 to BR-08 requirements (multi-language, mobile access, text/voice/document translation, offline capability, accessibility, case-management linkage).
• Demonstrated solution architecture showing integration with PPSA Case Management System and secure publication of translated reports.
• Compliance and governance: POPIA/privacy, security, data handling; VAT/Tax compliance; CSD or SARS TCS PIN; adherence to GCC and relevant procurement regulations; potential SLA post-award.
• Evaluation factors: Phase 1 Administrative (SBD forms, CSD/tax docs, proof of specific-goal claims); Phase 2 Functionality (A: company experience and BR coverage; B: live demonstration via Teams showing translation capabilities); Phase 3 Pricing and Specific Goals under an 80/20 framework (80 price, 20 specific goals); references required (minimum two signed letters).
