Overview

Procurement of a service provider to develop and maintain an e-voucher mobile application and a web-based module of the Online Platform for Producer Support for the Department of Agriculture. Bidders should have software development, mobile/web app, and system integration capabilities, with awareness of government procurement rules. Requirements

• Register with the National Treasury Central Supplier Database (CSD) and provide the reference number on SBD1.
• Provide VAT/tax compliance: SARS Tax Compliance Status (TCS) PIN or CSD number; comply with tax obligations.
• Attend the compulsory briefing session on 4 June 2026; location in Pretoria (see briefing details).
• Submit in a sealed envelope by 22 June 2026, 11:00, to the stated bid box address; include all required forms.
• Complete and return all standard bid forms: GCC, SBD1, SBD4, SBD5, SBD6.1, plus the Terms of Reference.
• Provide a performance security within 30 days of award (amount per SCC).
• If contract exceeds thresholds, comply with the National Industrial Participation (NIP) Programme requirements and report as required.
• Observance of the 80/20 preference points framework; provide proof for specific goals (HDI, female, youth, disability, locality) with appropriate documentation.
• If subcontracting, disclose sub-contractors and HDI points as applicable.
