Overview

Appointment of a service provider to develop Phase 2 of the DBSA DLAB Programme Social Return on Investment Framework and assess the social return of DLAB sites. The DBSA invites consultancies with expertise in social value measurement, SROI, impact evaluation, development economics, and research methods to bid, with a preference for teams able to lead a multi-disciplinary effort and work with development finance contexts.

Requirements

• Postgraduate qualifications in relevant fields for key roles (e.g., Development Studies/Economics) plus recognised social value measurement qualifications; CVs for all key personnel.
• A project team of at least four specialists in social value measurement, impact evaluation, research, statistics/economics, data analysis, with at least a degree (NQF7) and preferably post-graduate qualifications.
• Demonstrable experience in SROI studies or similar developmental impact measurement assignments; references from DFIs, development programmes or development organisations.
• BBBEE status certificate or sworn affidavit; CSD registration and SARS tax compliance status (PIN/TCS) for SA bidders; separate tax proofs for consortium partners.
• Submission on official forms, two-folder tender (Folder 1: non-pricing/qualifications; Folder 2: pricing); compliance with all compulsory documents (Annexures A–I, J, K) and supporting references.
• Minimum threshold of 70 points for functional evaluation; ability to present and defend methodology, risk analysis, and project approach.
