APPOINTMENT OF A SERVICE PROVIDER TO DEVELOP THE INNOVATION BASELINE STUDY AND FEASIBILITY STUDY FOR REGIONAL INNOVATION NETWORK, FACILITATED BY LIMPOPO CONNEXION SOC (LTD), A SUBSIDIARY OF LIMPOPO ECONOMIC DEVELOPMENT AGENCY (LEDA)

Appointment of a service provider to develop the Innovation Baseline Study and Feasibility Study for the Regional Innovation Network, facilitated by Limpopo Connexion SOC (Ltd), a subsidiary of LEDA. The RFQ seeks a professional services firm to assess Limpopo’s regional innovation systems, industry linkages, and socio-economic context to inform strategy and implementation of an innovation platform. Bidders should have proven experience in conducting Innovation Baseline Studies and Feasibility Studies, demonstrate a credible project plan and team, and be prepared to engage under PMBOK-guided governance. Key prerequisites include tax compliance (SARS PIN) and registration on the Central Supplier Database (CSD); in consortia, each party must provide its own TCS/CSD. The contract comprises two phases (Baseline Study and Feasibility Study) with an estimated duration of 6–8 months, and may be awarded in full or partially depending on budget.

Requirements

• Demonstrated experience in Innovation Baseline Studies (preferred >=4 studies for maximum points) and Feasibility Studies (preferred >=4 studies for maximum points).
• Project team: degree in Business Administration or related field with 5+ years’ relevant experience; CVs and professional registrations required.
• Ability to deliver under PMBOK-based governance with defined charters, project management, and reporting structures; appointment of PMs and a Project Steering Committee.
• Compliance documents: SBDs (including SBD 3.3 Pricing Schedule, SBD 4 Disclosures), proof of CSD registration, SARS Tax Compliance PIN (or printed TCS certificate), and proof of risk- and authority to contract (proof of authority).
• Bid validity 60 days; price and specific-goal evaluation under PPPFA 2022 (80/20) with specific goals proof (CSD, MVA, Limpopo address, etc.).
