Overview

Procurement: Appointment of a service provider to evaluate four SAWS positions using the Equate and Paterson Job Grading System. The contract is a RFQ with a budget ceiling of R500,000, closing 30 Oct 2026 (11:00). The bidder should be an HR/OD consultancy or industrial/organisational psychology expert with proven job evaluation experience, capable of delivering a final evaluation report and presenting results to SAWS’ HCM team and line managers. Deliverables include a report and a presentation within 30 days of signing the SLA. The RFQ requires adherence to Sourcing/Procurement rules (GCC, PPPFA) and related annexures.

Requirements

• Proof of registration on the Central Supplier Database (CSD) or equivalent (and/or SARS Tax Compliance status: PIN or TCS). For consortiums/sub-contractors, each party must provide its own status.
• Completion of mandatory bidding documents: Annexure A, SBD 3.3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form). BBBEE status (certificate or sworn affidavit) required to claim specific goals.
• Tax compliance: SARS PIN or TCS certificate; if foreign, POPIA compliance and related processes apply; where applicable, CSD number if no TCS.
• POPIA supplier notice/consent form and data processing implications acknowledged.
• Subcontracting proof if applicable.
• The service provider must have approved operational premises and relevant accreditation; SAWS may conduct due diligence/site visit. SLA required with a supplier performance scorecard.
• Deliverables must include job evaluation of four positions, a results report, and a presentation (online or face-to-face). Payment terms: 30 days from invoice.
