Overview

The SABS invites bids to appoint a service provider to provide a legal opinion (RFQ 202065). The scope is to develop a comprehensive, legally sound opinion on a SABS policy, respond to a Board-approved Brief, and deliver within 10 calendar days of instruction. Suitable bidders are LPC-registered law firms with appropriate capacity and infrastructure, knowledgeable in SA public administration and relevant statutes.

Requirements

• The service provider must be a firm of attorneys registered with the Legal Practice Council; partners/directors in good standing; fidelity fund certificates current (2026).
• Lead professional to have at least 10 years’ post-qualification experience.
• Firm to possess relevant infrastructure and resources, and knowledge of public administration (Constitution Chapter 10, PFMA, King IV, Public Service Act, etc.).
• Submissions must include: CSD registration report; a valid BBBEE certificate or sworn affidavit; SBD 4; SBD 6.1; and a Non-Disclosure Agreement.
• The service must be delivered within 10 days of instruction; rates to be proposed (SABS rates to be negotiated).
