Overview

Procurement of a service provider to assess and quote refurbishment, testing and levelling of Lightning Detection Network (LDN) site earthing and concrete slabs at SAWS LDN sites. Target bidders include electrical/grounding specialists (earth resistance testing) and civil/structural assessors with CIDB credentials, able to cover three regional pricing schedules and provide training. The RFQ is up to R500 000 and data/regions are defined as G1 (Western/Northern Cape), G2 (Gauteng, etc.), and G3 (Eastern Cape/KZN).

Requirements

• CIDB requirements: CIDB 2EB or higher for earth resistance testing; CIDB 2GB or higher for civil works (reports/repairs). Proof required.
• Qualified personnel: Earth resistance testing to be done by a qualified electrician registered with the Department of Labour; CoC to be issued.
• Civil works: Assessment/repairs of concrete slabs to Civil Engineering standards with CIDB 2GB+; subcontracting allowed with CIDB 2GB+ capacity.
• Certificates: Ability to issue Earth CoC and Concrete Levelling CoC.
• Training: Provide 1-week training on Earthing and Concrete Slab refurbishment for 10 SAWS trainees per region; training conducted at bidder’s Pretoria premises or regional venue.
• Mandatory briefing: Attend online briefing session (mandatory).
• Tax and supplier compliance: Tax compliance (PIN or SARS status), CSD registration if no TCS; POPIA consent forms.
• Pricing: Complete region-based pricing (Annexures G1-G3); ceiling price per region, inclusive of VAT.
• Evaluation framework: Four-phase process including Mandatory requirements and Price/Specific Goals (80/20 or 90/10 system; Annexure F).
• Subcontracting and JV: If applicable, provide teaming/subcontracting agreements.
• Documentation: Submit Annexures A, B, C, F, G1-G3, H, I as part of bid package.
• Site/due diligence: SAWS may conduct site visits and due diligence prior to award.
