Overview

Procurement of a service provider to supply and manage a 24/7 anonymous whistleblowing hotline and email tip-off service for NFVF staff and third parties for 36 months, and to conduct a comprehensive review of NFVF's whistleblowing policy. Bidders should have capability in 24/7 contact centres, multi-channel reporting (phone, email, web), secure data handling, policy review and updates, and compliance with SA regulatory requirements (POPIA, confidentiality, data protection).

Requirements

• 24/7 hotline and multi-channel reporting with guaranteed anonymity and a secure case-management system.
• Robust ICT security: encryption, stand-alone components, password/access controls, activity logging, and protection against tampering; capability to test security (e.g., ethical hacking) and to limit data edits/deletions.
• Comprehensive policy review: identify gaps, risks, and improvements; produce a detailed findings report, revised policy, and potential implementation/awareness support.
• Deliverables and reporting: quarterly case reports, trends, and status updates; support for awareness initiatives.
• Mandatory certifications and registrations: CSD registration, tax clearance, BBBEE (or sworn affidavit), and submission of all required SBD forms and company documents (originals/certified copies within six months); provide CVs and references for similar engagements.
• Compliance: POPIA compliance, confidentiality agreements, and limitation of access to data.
