Overview

Appointment of a service provider to provide Atlassian product renewals (Jira, Jira Service Management, and Confluence) for twelve months by the Council for Medical Schemes. This RFQ targets IT/ICT software license renewals in the Atlassian Cloud, for 20 Users (Jira Software), 20 Agents (Jira Service Management) and 20 Users (Confluence). Suitable bidders are IT/ICT firms with Atlassian renewal experience and the ability to manage cloud subscriptions, license entitlements, and related support. Bids should comply with CMS procurement rules and be submitted electronically.

Requirements

• Compliance with CMS procurement requirements, including tax compliance and registration on relevant supplier registries.
• Tax compliance: submit SARS PIN or Tax Compliance Status (TCS); if applicable, use CSD number.
• Central Supplier Database (CSD) registration and NCTS/SBD forms as required; provide separate TCS for joint ventures/sub-contractors.
• Complete and submit official bid forms: SBD 1, SBD 4, and SBD 6.1.
• Provide evidence of Atlassian renewals for: Jira Software Cloud Standard (20 Users), Jira Service Management Cloud Premium (20 Agents), Confluence Cloud Standard (20 Users).
• Adhere to CMS 80/20 preference framework with potential HDI, size, and ownership criteria for specific goals (as per Table 1).
• No cloud-transfer of bid documents via file-sharing links; use official bid documents.
