APPOINTMENT OF A SERVICE PROVIDER TO PROVIDE DIAMOND CORE DRILLING EQUIPMENT AND CONSUMABLES FOR A PERIOD OF TWO (02) YEARS TO SUPPORT THE DRILLING OPERATIONS OF THE COUNCIL FOR GEOSCIENCE

Overview

The Council for Geoscience invites bids to appoint a service provider to supply diamond core drilling equipment and consumables for a period of two years. Eligible bidders are suppliers/manufacturers of diamond core drilling equipment and consumables, with capacity to deliver the listed items (HQ 96mm drill rods, core barrels, inner tubes, fittings, consumables, and related accessories) and to meet quality, security, and compliance requirements (QMS, BBBEE, tax, CSD). The procurement uses a two-envelope bid process and includes a detailed pricing schedule (CGS-2026-046NM).

Requirements

• Valid international QMS certificate.
• Two client reference letters for drilling equipment/consumables (last five years).
• Tax compliance and CSD registration; separate TCS/ CSD for joint ventures or sub-contractors.
• Complete and sign SBD forms (SBD 1, SBD 4, SBD 6.1) and provide CSD proof.
• Joint venture/consortium arrangements with clear roles and a lead partner with power of attorney; if applicable, sub-contracting agreements.
• Two-envelope bidding (technical and pricing) with three copies; price schedule must include all line items and delivery/other charges (pricing attached CGS-2026-046NM).
• Specific goals evaluation under 80/20 framework (51% black ownership and 30% black women ownership) with BBBEE proof or sworn affidavit.
• Service Level Agreement post-award and potential site/claims verifications; compliance with GCC, PPPFA, and BCEA rules.
• Availability of funds and other standard bid conditions.
