Overview

HSRC seeks a single service provider to deliver a 12-month, integrated programme consisting of individual and virtual executive coaching for 10 Directors and an e-learning leadership development platform for 100 Managers and 800 DSTI/NSF interns, delivered through an e-learning platform. The bidder must provide all three components, including platform hosting for ~900 users, with compliance to public-sector procurement rules and data-security requirements (data within SA).

Requirements

• Integrated proposal covering: executive coaching, leadership development for managers, and workplace readiness for interns; capacity to deliver all three.
• Qualifications: coaches with COMENSA accreditation (or equivalent); CVs for programme lead and proposed coaches; demonstrated experience (coaching and e-learning leadership programs) with client references.
• Platform and delivery: AI-driven personalization, course tracking, assessments, certificates, AD integration and SSO, dashboards, virtual classrooms, admin view for HSRC People and Culture, secure hosting with data localized in SA.
• Compliance: POPIA, King IV, tax compliance; CSD registration; two-quote requirement for citations; confidentiality and SLA terms.
• Deliverables per component: coaching reports, learning content, completion/certificates, final evaluation; monthly and quarterly system reports; final programme evaluation.
• Evaluation readiness: two-stage bid (pre-qualification and functionality; live platform demonstration) plus price/preference scoring (80/20 or 90/10 as applicable).
• Documentation: SBD 1, SBD 4, SBD 6.1; pricing Annexure A (see “8.6.1 Pricing Schedule (Annexure A)”).
