Appointment of a service provider to provide office accommodation for the Railway Safety regulator for the Coastal Region (Cape Town)Closed

Overview

Procurement of office accommodation in Cape Town CBD and north of CBD (450–550 m2) for the Railway Safety Regulator, including office fit-out, 30 parking bays, and a 60-month lease. Suitable bidders are landlords or property management agencies with authority to lease, capable of delivering a Grade B building per SAPOA with required infrastructure (LAN Cat6, electrical, security) and ready-for-occupancy space, plus the ability to manage the fit-out and sign an SLA.

Requirements

• Space: 450–550 m2 in Cape Town CBD/north CBD, plus 30 secured parking bays; ready for occupation 01 Oct 2026.
• Building standards: Grade B (certified by a registered architect) with OHSA compliance, adequate access, and maintenance of exterior; security, CCTV, access control, data centre, and fire safety as specified.
• Fit-out: Full internal fit-out to RSR specifications, including dry walls, LAN points, electrical plugs (including safe plugs), fibre, signage, and any mandatory fixtures.
• Documentation and pre-qualifications: CSD registration, tax compliance (PIN), valid B-BBEE certificate or sworn affidavit, CIPC registration, proof of ownership/mandate, insurance, zoning certificate, fibre optic, alternative power supply, and occupational health and safety certificates; reference letters; SBD forms; pricing schedule (VAT inclusive, fixed prices).
• Sub-contracting and consortium: clear JV/consortium agreements if applicable; SLA with RSR after award.
• Evaluation framework: admin/compliance, mandatory requirements, functionality (min 70/100), physical on-site, then price and specific goals (80/20 PPPFA weighting; specific goals for B-BBEE, EMEs/QSEs, etc.).

• Submission deadline: 13 July 2026 at 12:00. No late submissions.
• Submission method: deliver 1 original + 1 scanned PDF on a Flash Drive to Waterfall Point Building, Waterfall City; tender box open 08:00–16:30 on weekdays. Envelopes must relate only to this RFP.
• Documents to submit: fully completed SBD forms (SBD1, SBD4, SBD6.1), CSD registration, PIN/tax clearance, B-BBEE certificate or sworn affidavit, CIPC registration, owner/mandate documentation, reference letters, proof of insurance, zoning, fibre/alternatives power, and a separate pricing schedule for 60 months.
