Overview

Appointment of a service provider to provide Organisational Design, Job Analysis, Job Description Development, Market Benchmarking, Work Study, and Paterson Job Evaluation Services for merSETA. It targets HR/OD consulting with Paterson Job Grading experience. Bidders must have 5+ years’ relevant work, provide two client references, be registered on the Central Supplier Database (CSD) with in-order tax matters and BBBEE, and submit a firm-price proposal. Submissions are electronic by 06 November 2026 16:00 (RFQ-HRM-26-27-229) via quotations@merseta.org.za, and the project duration is six months with prices valid for 60 days; merSETA may award to more than one supplier. Requirements

• Minimum five (5) years’ experience in Organisational Design, Job Analysis, Work Study, and Job Evaluation using the Paterson Methodology.
• Proven Paterson job evaluation and organisational design work in the public sector or state-owned entities.
• Two (2) signed reference letters from recent clients (last 6 years) with company name, contact, and contact details.
• Lead consultant: postgraduate qualification in HR/Business Management; at least five (5) years’ Paterson experience.
• Support consultant: postgraduate qualification in HR/Business Management; at least three (3) years’ Paterson experience.
• Fully inclusive quotation (incl. VAT) with project plan, timelines, resources, and capacity details.
• CSD registration number; BBBEE certificate; tax clearance; SBD forms completed (SBD 4, SBD 6.1, SBD 7.1).
• Compliance with applicable procurement policies and confidentiality; potential for site/records verification.
