Appointment of a service provider to provide rigging services and VHF antenna mast maintenance services, repairs, replacement, and support for five (5) years at ATNS Chief Dawid Stuurman International Airport (Port Elizabeth Airport) and the Chief Dawid Stuurman International Airport remote sites. Bidders should be experienced in rigging, high-site/mast maintenance, rope access, coatings, NDT, welding, corrosion control, cleaning, waterproofing, and annual compliance audits, with the ability to transfer skills to ATNS staff. Relevant certificates and contractor credentials (CIDB, COIDA, CIDB/3ME or 3SL+, NQF4 Rigger) are required (see attached Volume 1A).

Requirements

• Attendance of compulsory briefing and three contactable reference letters for tower/VHF mast maintenance and related works.
• CIDB registration with grade 3ME or 3SL (or higher) or evidence of applying for such registration.
• Occupational Certificate: Rigger, NQF Level 4 (QCTO-accredited).
• COIDA Letter of Good Standing or equivalent Mutual Assurance Association.
• SARS Tax Compliance Status PIN (valid for the bid period); CSD registration or proof of application.
• B-BBEE: 51% Black Owned and 30% Black Woman Owned claims; supporting CSD/CIPC shareholder docs, ID copies, and B-BBEE certificate or sworn affidavit.
• All vendors must be registered on the Central Supplier Database (CSD) and provide proof.

• Briefing: Mandatory briefing on 10 September 2026 at ATNS Control Tower, Allister Miller Drive, Walmer, Port Elizabeth (Gqeberha) 6070. (Volume 1A)
• Closing date and time: 02 October 2026 at 14:00 CAT.
• Submissions: via National Treasury e-Submission (e-Tender) system; hard copies accepted only if specified. Do not email bids. (Volume 1A)
• Bid structure: two parcels – Parcel A (Administrative & Mandatory), Parcel B (Price & Preference Points). Include SBD 3.3, SBD 6.1, CSD proof, CIPC docs, shareholder certificates, ID copies, and B-BBEE documentation. (Volume 1A)
• Documents to submit: SBD packages, Pricing Schedule, CIDB proof, TCS/PIN, CSD proof, CIDB proof or application, COIDA letter, reference letters, and POPIA compliance where applicable.
• Evaluation: 80/20 price vs. specific goals, with 20 points for B-BBEE/specific goals; CIDB and professional qualifications verified.
• Location scope includes Port Elizabeth Airport and remote Eastern Cape sites; contract is ad hoc on a five-year term.
