Overview

Procurement of STCW training and Skippers license category C provisioning. The Moses Kotane Research Institute seeks proposals from maritime training providers (with SAMSA accreditation) to deliver STCW training and Skippers license category C, with emphasis on KwaZulu-Natal-based delivery and applicable certifications.

Requirements

• Stage 1(a): complete and sign returnable SBD forms (SBD1, Section B on CSD, SBD4, Authority to Sign Tender).
• Stage 1(b): mandatory SAMSA accreditation (or MOA/partnership) and firm pricing on SBD3.1.
• Stage 2: functionality evaluation; minimum 50 points to progress.
• Stage 3: 80/20 price and preference point system; specific goals for BBBEE and ownership, including location within KZN.
• Evidence required: Copy of CIPC, IDs, BBBEE certificate, Doctor’s medical certificate/proof of disability; proof of SAMSA accreditation; SARS tax compliance information (PIN/TCS) or CSD number; 120‑day bid validity.
• Pricing: Non-firm pricing schedule for 50 trainee Standard STCW training seats and 15 Skipper Category C trainings.
