Overview

Appointment of a service provider to deliver STCW training and Skippers License Category C training to 65 KwaZulu-Natal beneficiaries (50 STCW, 15 Skipper Cat C), with SAMSA-accredited certificates on completion. The Moses Kotane Research Institute invites proposals (BID MKRIQ17/2026/27) for 9 days of STCW and 5 days of Skipper Cat C training.

Requirements

• SAMSA accreditation mandatory for STCW and Skipper Category C training (evidence required). (RFQ - STCW Skippers Training.pdf)
• Scope: 9-day STCW program and 5-day Skippers License Cat C program for 65 beneficiaries (50 STCW, 15 Cat C); certificates issued on completion.
• Administrative/compliance: complete and sign SBD forms (SBD1, SBD4, SBD6.1), submit Pricing Schedule (SBD3.1), and Authority to Sign Tender.
• Evaluation framework: Stage 1 administrative compliance; Stage 2 functionality (minimum 50 of 70 points; reference letters and facilitator CV); Stage 3 80/20 price and preference with specific goals.
• Specific goals for preference points (80/20 system): ≥51% Black Ownership (10), ≥51% Women Ownership (3), ≥51% Youth Ownership (3), ≥30% People with disability (2), location in KwaZulu-Natal (2); evidence required (BBBEE certificate or affidavit, IDs, CIPC, medical letter if applicable).
