APPOINTMENT OF A SERVICE PROVIDER TO REDEVELOP THE WEBSITE FOR THE GPL FOR A PERIOD OF TWELVE MONTHS (12) MONTHSClosed

Overview

Procurement of a service provider to redevelop the GPL website for a 12-month period, including design, development, content migration, training and two years of post-implementation support. The project targets web development agencies with enterprise CMS expertise (Umbraco, October CMS or Azure-compatible), and the ability to integrate with Microsoft Azure/M365/SharePoint Online, plus strong security and accessibility capabilities (WCAG 2.2 AA, POPIA/PAIA, secure coding).

Who should bid: vendors with at least three prior website development projects, a qualified project manager, and a capable project team; experience delivering government-type digital platforms and cloud-based hosting (Azure).

Requirements

• Minimum three completed website development projects; qualified project manager; capable project team with relevant certificates.
• Compliance and documentation: signed SBD 3.3 Pricing Schedule; SBD 4 Bidders Disclosure; SBD 6.1 Preference Claim; company registration documents; IDs for directors; company profile; JV/Consortium documentation if applicable.
• Technical scope: redevelop using an enterprise CMS (Umbraco or October CMS or equivalent), seamless Azure/M365/SharePoint integration; WCAG 2.2 AA; HTTPS/TLS; POPIA compliance; secure coding; SDLC; scalable Azure-hosted architecture; minimum 99.9% uptime; page load <2 seconds.
• Deliverables and training: full documentation, admin training, knowledge transfer, and two years post-implementation support.
