Overview

SAFCOL seeks to appoint a service provider to refurbish the Technical Services (Centre of Excellence) office buildings. This is a construction RFQ aimed at contractors with CIDB 1GB or higher, and requires compliance with SAFCOL’s procurement and transformation requirements.

Requirements

• CIDB registration: 1GB or higher.
• Tax/compliance: SARS tax clearance; Central Supplier Database (CSD) registration.
• B-BBEE: SANAS-accredited certificate or sworn affidavit for EMEs/QSEs.
• Returnable documents: fully completed RFQ; official quotation on letterhead; latest tax clearance; BBBEE certificate or sworn affidavit; CSD/MAAA number; Supplier Code of Conduct; NEC4 ECSC document signed.
• Health, safety & insurance: COIDA/Good Standing; appropriate insurance as per NEC4 terms.
• Contract format: acceptance and signing of NEC4 Engineering and Construction Short Contract (ECSC4).
• Local transformation and procurement objectives: strict local-empployment targets and engagement with targeted enterprises, plus monthly KPI reporting.
• Evaluation framework: administrative and mandatory checks, then price and specific-goals evaluation (80/20; 20 points for specific goals such as 51%+ Black Owned).
