Overview

Appointment of a service provider to render background screening, vetting and criminal checks for Bergrivier Municipality from date of appointment until 30 June 2029. Open-tender invited from suitably qualified providers with expertise in screening, vetting and criminal checks; mandatory registrations and certifications include CSD and SARS tax compliance, BBBEE documentation, and related SCM requirements (see attached tender document MN189-2026).

Requirements

• CIDB: no specific level/category required.
• B-BBEE: original BBBEE certificate or sworn affidavit; points allocated under PPPFA 80/20 (80 price, 10 specific goals, 10 BBBEE).
• Compliance documents: Tax Compliance Status PIN/CSD number; SARS e-filing or TCS certificate; CSD registration required.
• OHSA: valid Letter of Good Standing from the Compensation Commissioner.
• Pricing: VAT-inclusive; bid valid for 120 days.
• Forms: complete MBD1, MBD4, MBD6.1, MBD8, MBD9, MBD10, Form of Indemnity, Form of Offer, Pricing Schedule, Declaration by Tenderer, and relevant SMME/B-BBEE schedules.
• Conditions of bid: sealed envelope, no late/faxed submissions; bids opened publicly; use original forms in black ink.
• Evaluation: 80/20 PPPFA, with 80 for price, 10 for participation goals, 10 BBBEE; Council may accept any bid or part thereof.
• Site/briefing: compulsory briefing/site meeting; non-attendance may disqualify.
